#5 Proposal to Expand Active Set Validators to 137

To encourage more community nodes to join the Uptick network and enhance its decentralization, we propose increasing the number of active set validators from 80 to 137. In the future, the size of the active set will be adjusted based on the number of validator nodes and the level of participation.
