#4 Proposal to Raise Minimum Gas Price to 10G

To enable stakers to earn more transaction revenue and to prevent system attacks resulting from excessively low gas prices, we propose raising the minimum gas price from 0 to 10G. In the future, this parameter will be adjusted in accordance with the system gas usage.
