#3Proposal to Increase Community Tax to 10%

In current early stage of mainnet, the major delegator is from the team. In order to better support ecological applications, we propose to keep more new issued tokens into community pool - change the community tax from 2% to 10%. This tax rate is kept consistent with the community tax of the Cosmos Hub. When the delegators are more decentralized, this ratio can be modified per community's decision.
